Deputy Minister Çinari presents amendments to the draft law on concessions

Deputy Minister of Infrastructure and Energy, Dorina Çinari, presented today to the Parliamentary Committee on Production Activities, Environment Trade the draft law “On Amendments to Law 125/2013” On Concessions and Public Private Partnership “as amended. In her speech to MPs Çinari  said that the Albanian energy sector suffers from a greater consumption than the ability to produce energy at present.

“Since 1999, Albania is a net importer of energy, and Albania relies heavily on energy production in water resources. This has naturally reflected at very high costs, which have occasioned the Albanian power system and finances in the state budget, “said Deputy Minister Çinari.

Following, Mrs. Çinari said that there is a lot of interest from foreign and Albanian investors to develop new production capacities, both in hydro and other sources, but all of them step down and demotivated by long-lasting procedures that last about two years, while countries in the region have accelerated procedures.

“This is the reason we have come today with a proposal to cut and accelerate the concession granting procedures under 2 mega and over 100 million euros. At the same time it is the harmonization with the Law on Renewable Energy, “- concluded Deputy Minister of Infrastructure and Energy.
