Negotiations for the “Rruga e Arbrit” contract are concluded

In the premises of the Ministry of Infrastructure and Energy, the signing of the concession contract with the subject “Improvement, construction, operation and maintenance of the Rruga e Arbrit” was concluded. At the conclusion of the negotiation process, the contract with the winner company of the competition was signed by the Secretary General of the Ministry of Infrastructure and Energy, Mr.Gentian Keri and the President of the company “Gjoka Konstruksion” Mr. Rrok Gjoka.

At the end of the signing ceremony, the Minister of Infrastructure and Energy, Mr. Damian Gjiknuri stated that the contract was concluded after a long competition procedure and investment negotiation.

“We are very convinced that the society has taken all measures within the deadlines set in the contract, therefore within this year will be realized the part of financing and the start of road works. It is one of the important works, and a very good news for the Albanian citizens, but above all for the citizens of Dibra, who have been waiting for this path for many years, “said Minister Gjiknuri.

According to him, it is a difficult, important work but that will be from the engineering point of view, one of the most accomplished works in Albania.

“It is a work that will cost 240m euros and in this contract we have foreseen that the state will undertake to liquidate the contractor within a period of 13 years. The Contractor will undertake to build the road at first with his own expenses and maintenance of this road throughout the concession period, “Gjiknuri said.

Explaining that this is the first experience of signing such a contract, Minister Gjiknuri clarified that it will continue with other projects of the Public-Private Partnership.

“As the public is already known, we have some projects that we will bid, negotiate, contract, and I am convinced that 2019, 2020, 2021 will be years of major construction sites. I wish many successes to the company and I am convinced that we will have a successful project and we will go together to the citizens of Dibra to give the good news, “Gjiknuri underlined.

Meanwhile, the president of “Gjoka Konstruksion” guaranteed that the company will strictly implement the commitments undertaken in this concession contract.

“I thank the government and the minister for trusting in us. Finally, it seems that the government has begun to trust Albanian companies. I promise I will not disappoint you and we will accomplish it in quality and in time, “said Gjoka.
