KfW’s support for efficiency, the Assembly approves the additional grant of EUR 2 million

The Parliament of Albania approved at today’s session the Draft Law “On the ratification of the agreement between the governments of Albania and Germany for the project” Renovation of dormitories at the campus of Tirana University according to the principle of energy efficiency phase II “.

The draftlaw is the approval of the second part of the grant given by the German government in the framework of bilateral co-operation. The first part of the funding was approved earlier by the Assembly and was in the amount of 4.5m euros, while the draft law approved today adds another 2m euros. Both grants are intended to finance the 6.5 million euro dormitory rehabilitation project of the Student City, which has not yet started the implementation.

Funding granted by the German Government is concretized through the initial linkage of intergovernmental agreements and then by linking and making effective, as the funds become active, the project implementation begins.

Through another previous agreement, with a German grant of 5.2 million Euros, the rehabilitation of the City Hall Student No.2 has been started and is being carried out, or otherwise known as the Construction Engineering Dormitories. Works in these buildings are already in their intensive phase.

Rehabilitation will be done in accordance with the new provisions of the law “On energy performance in buildings”. Rehabilitation is aimed at increasing the energy efficiency and comfort of students according to the minimum requirements of energy performance.

Rehabilitation includes renovation of sanitary installations, renovation of electrical equipment, heating, cooling, ventilation, sanitary hot water production, security measures, currency laundering, joint study rooms, etc., in order to improve living and the environment of learning for students. Reduction of overall energy consumption of buildings aiming at a power performance indicator of at least 75 kWh / m2 per year and ensuring improvement of student living conditions.
